On 01-08-15, a biotechnology company on the 1200 block of Veterans Boulevard was the victim of a commercial burglary where an unknown suspect broke into a locked storage trailer in the parking lot. The suspect stole five self-contained breathing apparatus (SCBA) devices used by the hazmat and emergency response team at the business . The devices were worth over $12,500.
The crime was reported to the South San Francisco Police Department and an investigation was initiated. Investigators quickly developed a suspect, Phouthalom Phasavath, who was arrested on January 18th for breaking into several locked construction storage containers at various locations in South San Francisco. Phasavath was booked into jail for the other burglaries and the police investigation continued . Phasavath was able to make bail and get out of jail. As part of the ongoing investigation, Detectvies served a search warrant on Phasavath’s home in San Francisco, however, no addit,ional stolen property was located.
On 01-20-15, Investigators received a FP about a suspect attempting to sell five SCBA packs to a fire equipment company in Hayward. Alert managers at the fire equipment company recognized the suspicious nature of the attempt to sell the SCBA packs and called the Police Department. Communication was established with the suspect, who was identified as Phouthalom Phasavath, the same suspect who was arrested on the previous burglaries. Investigators then set up a sting operation for the suspect to sell the SCBA packs. On 02-25-15, Phasavath delivered the SCBA packs to Hayward in an attempt to sell them. Phasavath was immediately detained and arrested. All five stolen SCBA packs were recovered. Phasavath was booked into San Mateo County jail for burglary, possession of stolen property; possession of burglary tools, and for committing a felony while out on bail.
