SUBJECT: Oyster Point Landfill, City of South San Francisco, Requirement for Submittal of Technical Reports Pursuant to Water Code Section 13267
Dear Mr. Hahn,
This letter requires that the City of South San Francisco (CSSF), as the owner of the closed Oyster Point Landfill, submit technical reports to address and correct a violation of its Waste Discharge Requirements (Water Board Order No. R2-2000-0046). As stipulated in Specification 6 of the Order, the landfill’s final cover system shall be graded to and maintained to promote lateral runoff and prevent ponding and infiltration of water.
Last week Water Board staff (staff) was notified of a significant amount of ponded water on the landfill after a November 25, 2015 King Tide. As shown in the attached pictures, the CSSF is in violation of Order No. R2-2000-0046 since water ponded occurred on the landfill.
The ponding and infiltration of water on a landfill is concerning to staff since it can deleteriously impact both groundwater and surface water quality. Ponding and flooding could cause erosion of the landfill cap, exposure of buried waste, and leaching of waste pollutants that could adversely impact human health and the environment. Additionally, future sea-level rise predictions and landfill settlement could exacerbate water quality problems at and near the landfill.
You are required to submit reports containing the following information:
- A Short-Term Flood Protection Plan and Implementation Schedule to address and correct ponding and flooding at the landfill during the current rainy season ending April 15, 2016.
Plan and Schedule Due: January 30, 2016
- A Long-Term Flood Protection Plan and Implementation Schedule that documents and considers feasible options for achieving protection of the landfill from the 100-year flood in the face of rising sea and tide levels and increased flood frequency and intensity. The plan shall consider the methods developed by the San Francisco Bay Conservation and Development Commission to predict and protect the landfill against future flooding.
Plan and Schedule Due: May 30, 2016
This requirement for reports is made pursuant to Water Code Section 13267, which allows the Regional Water Board to require technical or monitoring program reports from any person who has discharged, discharges, proposes to discharge, or is suspected of discharging waste that could affect water quality. Any extension in the above deadline must be confirmed in writing by Regional Water Board staff.
In addition to a hard copy you are also required to submit all documents in electronic format to the State Water Resources Control Board’s GeoTracker database pursuant to the California Code of Regulations (Title 23, Section 3890 et.seq.). Please note that this requirement includes all analytical data, monitoring well latitudes, longitudes, elevations, water depth, site maps, and boring logs (PDF format).
