The San Mateo County Harbor District Seeks to Create a Strategic Plan

The San Mateo County Harbor District is seeking to create a Strategic Plan that will serve as a critical and important guide for the District over the next ten years. The District will be reviewing its mission, vision and core values statements to ensure they are aligned with the current needs of the community. A robust outreach program, seeking input from the public, will aid in crafting the District’s vision. “We’re excited to be at a place where we can focus on the future,” said the Board president Tom Mattusch, “One of the first orders of business after selecting the consultant will be to organize a, well promoted, public outreach campaign.”

The Strategic Plan will look at relationships with other agencies, the role for the District in the whole of San Mateo county, and ways in which the District can support the local fishing industry. “There will be opportunities both on the coast and on the bay for people to chime in and help shape the direction of the District”, said District General Manager Steve McGrath. The District’s Strategic Plan will aim to balance the needs of Pillar Point Harbor and Oyster Point Marina/Park’s varying patrons, from fishermen and tourists to dog walkers and recreational boaters, with the reality of climate change impacts, specifically sea level rise.

To assist the District, a Request for Proposals has been issued, seeking the assistance of a qualified consultant to lead the effort. More information on the RFP can be found at:

About the San Mateo County Harbor District:

The San Mateo County Harbor District was first established in 1933 and now operates both Pillar Point Harbor and Oyster Point Marina/Park. Pillar Point remains a major commercial and sport fishing harbor, with 369 berths and is host to many public events throughout the year.

The District began operating Oyster Point Marina/Park in 1977. It then completed construction of docks, a new breakwater, and onshore facilities during the 1980’s. Now with ferry service to other points on San Francisco Bay, Oyster Point Marina/Park provides a 408-berth marina and boat launch ramp, a fishing pier, a 33 acre park with hiking and jogging trails, picnic facilities and a 2.5 acre sandy beach.

The District is governed by a five member Board of Harbor Commissioners, who are elected County-wide for staggered four-year terms.
