Carlos Bolanos may have won the election for San Mateo County Sheriff with 59% of the votes, but he failed to win the trust of over 40% of voters.
Undersheriffs may be forced to respect their superior’s position or title, but the people’s trust is something that the sheriff must earn himself!
In law enforcement, where the people’s trust in the sheriff’s office may affect the effectiveness of the undersheriffs, whose trust in their sheriff may affect their survival, Bolanos has to convince almost 100% of the people that he can be trusted 100% of the time!
