Update on Safeway Store at El Camino and Spruce Avenue in South San Francisco

The City of SSF has released an update on the old Safeway lot at the corner of ECR and Spruce. After years of having an empty lot with nothing to offer, there is hope this empty lot will be thriving again, giving the community an updated grocery store (Safeway) and other shops we can all hopefully appreciate for years to come!!

 

Surely, we can all agree it is long overdue to have development at that site. We can only hope we won’t get stuck with businesses we already have plenty of and hopefully will get unique offerings.

“SOUTH SAN FRANCISCO, Calif., Aug. 4, 2021 – After several years, the privately-owned site at 180 El Camino Real will finally have a new look, thanks to Safeway and real estate developer SteelWave, which is under contract to purchase the fourteen-acre property.

 

“We know this has been a source of frustration for our residents, as well as our City Council, and we are happy to finally see some movement with this site,” says South San Francisco City Manager Mike Futrell.

 

Safeway and the developer’s top priority is to build a new 63,000 square foot grocery store at the corner of El Camino Real and Spruce Avenue, plus additional small-sized neighborhood-serving retail. The goal is to have the new Safeway and shops up and operating in a year.

 

For years, the City has gone through various plans to revitalize the site. “It was an eyesore for our residents and the City did everything in its power to start the revitalization of the property, but nothing ever came to fruition,” added Futrell, “but the new owners are ready to get going.”

 

The site has already been approved by the City for a new Safeway store. The applicants are proposing improvements to the site layout and building appearance, and these revisions will be reviewed by the Design Review Board and Planning Commission.

 

The Safeway store and associated retail areas will cover approximately three acres of the fourteen-acre site. Other uses for the remainder of the property are in the conceptual planning and will be reviewed by the City.”

Shannon Elliott, I’ve heard stories about Walmart. I’ve shopped at several Walmarts in different locations and asked several employees if they feel like they are being treated bad or under paid and they have all said they like their jobs and don’t feel mistreated. There are a lot of cities that have several Walmarts and still have small local businesses. People should have a choice where they want to shop. Walmart helps families on tight budgets. If you don’t like the store then simply don’t shop there. I won’t shop at a local businesses if it’s overpriced just to support them. I’ll drive to other cities to spend my money. That’s where SSF looses out. People will go somewhere else or shop on-line. No one complains that the 3 Costco’s, 3 Targets and 2 Walgreens are hurting the local businesses. And I’m sure the pay and benefits are very similar. It’s not the stores hurting our city pushing people out, it’s the cost of housing. And no matter how many new homes are squeezed on the remaining empty land spaces it’s not going to make them affordable. The prices need to go down to match the average income.

“It really seems like the stars are aligning around all of these properties. And I think it’s great that we’re being proactive and looking forward to some possibilities, sort of charting that ahead of time and not being reactive or waiting until sometimes it’s too late to make those decisions,” said Councilmember Michael Salazar.

The city hired CBRE, a commercial real estate services and investment firm, to help organize current and future property owners around a shared vision, to manage the interaction between all the parties to create a specific plan that works for everybody, said City Manager Jovan Grogan.

“It is our hope in partnering with all the property owners and the investors that are interested in Tanforan that we can reimagine Tanforan and have it be that locale of destination, e-commerce and community collaboration,” Grogan said.

Through this process, CBRE will focus on carbon neutrality as a goal for the project and also include nature and green spaces designed into the new streetscape and landscape for this site that includes accommodation for public and private open spaces, said Jay Sholl, senior vice president in the San Francisco office of CBRE.

“This is an amazing opportunity for us to provide housing, to provide jobs, community space, retail and other commercial opportunities for the next generation and to do it in a sustainable way,” said Councilmember Tom Hamilton.

After distributing the Reimagining Tanforan Fact sheet, they will meet with the current Tanforan property owners and potential investors. From there, the estimated timeline to launch the site master planning and environmental review processes is by late 2021 or early 2022. And by winter 2022 or summer 2023, the master plan would be adopted. In early 2023 or 2024, initial entitlements and construction permits would be reviewed. Groundbreaking will likely not take place until 2024 or 2025.

Requirements include amending the City’s General Plan, establishing a new Specific Plan, amending the current P-D zoning district to incorporate additional uses such as life science, housing, hospitality, and other viable land uses, reviewing the California Environmental Quality Act including the Environmental Impact Report and working with the San Francisco Airport Land Use Compatibility Plan and the San Mateo County Comprehensive Airport Land Use Plan to be issued a construction permit.

The three privately held parcels at Tanforan are actively being marketed by Queensland Investment Corporation or QIC and JCPenney, seeking buyers for the site. Seritage, a real estate investment trust that holds a former Sears location, is actively seeking investors for a biotech campus and an innovation hub.

The total property is owned by BART, JCPenney, QIC and Seritage.

I see many people posting that NO ONE can afford to live in South San Francisco anymore and that NO ONE can afford to pay the rents/mortgages on these new properties. Clearly, those statements are complete NONSENSE, If the need wasn’t there, the housing wouldn’t be built and every residential building fills immediately. Hello, people.

Enough!! With this ‘Affordable Housing’ that is one big load!! Who can afford it? Not me!
Build a new Recreational center for kids to attend after school. This Affordable Housing is just to fill politicians pockets.
