Starting this summer, we will begin construction to transform Oyster Point into a vibrant and sustainable mixed-use space, as called for in the 2011 Oyster Point Specific Plan.
The first phase of this work will improve vital and necessary infrastructure and roadways to support new office, public amenities, and future commercial users.
On Thursday, May 4, we are hosting a Construction Community Open House where you can learn more about the vision for Oyster Point and what to expect from the upcoming construction. We will share more information about what to expect during construction, as well as important upgrades to the area, such as:
- Installation of new utilities
- Improvements to open space, including flexible recreation space
- Reconfigured, repaved Oyster Point Boulevard
- Sea level rise infrastructure improvements
You’ll have an opportunity to ask questions and provide feedback.

UPCOMING CONSTRUCTION
Construction will begin in August 2017 and continue for approximately two years. As called for in the OPSP, the construction will improve vital and necessary infrastructure and roadways in order to support new offices, public amenities and future commercial uses.
Phase IC is proposed to include infrastructure and open space improvements across approximately 25 acres.
During construction, vehicular access to the existing Oyster Point Boulevard will remain intact. Temporary access to the remaining Marina Area will be maintained to for local tenants, the Oyster Point Marina, West Basin, Bay Trail, Ferry Terminal and Yacht Club.

What is the Oyster Point Development project?
The Oyster Point Development project, is a multi-phased development of Oyster Point in South San Francisco that was approved by the City Council in 2011 in Oyster Point Specific Plan. The plan calls for the transformation of 81 acres of the bay front area into a sustainable, mixed-use development that will include a state-of-the-art life sciences campus, a park and recreation destination, a vibrant marina environment, and a site that can accommodate commercial and hotel uses.
What is included in Phase 1 of the Project?
The first phase of the Oyster Point Development has two components. Phase ID is proposed to include approximately 508,000 sf of office/R&D buildings on a site of approximately 10 acres. Phase IC is proposed to include infrastructure and open space improvements across approximately 25 acres. The Phase I Precise Plan, which outlined the detailed design of Phase ID and Phase IC was approved in 2011. The Oyster Point Development Phase I Precise Plan (Phase I) will improve and develop approximately 35 acres of land in the Oyster Point peninsula in South San Francisco. As called for in the Oyster Point Specific Plan, Phase I will improve vital and necessary infrastructure and roadways in order to support new offices, public amenities and future commercial uses.
How long will Phase 1 construction last?
Phase I construction is scheduled to begin in August 2017 and continue for approximately two years.
How long will the overall Oyster Point Development project take?
The Oyster Point Development Project, is a multi-phased project that is anticipated to take 10 years to complete. Additional phases of construction may may take place sequentially or simultaneously.
When was Phase 1 approved?
The Precise Plan for Phase 1 was approved in 2011 by the South San Francisco City Council.
How will construction impact me?
During construction, vehicular access to the existing Oyster Point Boulevard will remain intact. Temporary access to the remaining Marina Area will be maintained for local tenants, the Oyster Point Marina, West Basin, Bay Trail, Ferry Terminal and Yacht Club.
What sort of investment is being made in traffic mitigation?
Oyster Point Development is paying $14,000,000 in impact fees, based on the size and location of the proposed development, for general transportation improvement programs, as well as contributing to the costs associated with specific intersection improvements.
What will be done to decrease traffic around the site?
Oyster Point Development will develop programs and incentives to encourage non-Single Occupant Vehicle trips. The on-site infrastructure enhancements will also include improved and expanded transit options and connections, such as preferential carpool and vanpool parking, bicycle parking, direct routes to public transportation, and commuter assistance such as a shuttle.
We host a lot of events; how will my accessibility be affected?
During construction, vehicular access to the existing Oyster Point Boulevard will remain intact. Temporary access to the Oyster Point Marina, Yacht Club, Ferry Terminal and recreational areas will be provided during construction.
ABOUT US
Oyster Point Development, LLC is the team managing the development of Oyster Point in South San Francisco. It is a joint venture by Greenland, Ping An Trust, Agile Group Holding, and Poly Sino Capital. Greenland USA is the majority shareholder of this joint venture.
Early phases of the project include vital infrastructure and commercial development work. This work is being completed under a public private partnership with OPD and the City of South San Francisco.
OPD and the City of South San Francisco are collaborating to manage the planning and outreach for the infrastructure work.
